Oomph: Fix commit message template.

Alexander Diewald requested to merge 3406_Integrate_Mylyn_conf into master
  • We need to replace the special xml character "$" with its escape sequence such that the mylyn variables in the commit message template are not considered as variables by oomph. The installer would query these variables during the AF3 installation.
