Use-case: Other CLI switches trigger some algortihms in some automated
tasks that use AF3. After processing these switches, the application
must be shutdown to indicate the end of processing in AF3.

* Refactor the AnnotationValueService to add a check for the need to
  instantiate annotations to the public API. The performance impact is
  neglible due to caching support in the service at two relevant places.
* Use the provided method to check if a "migration" for adding
  annotations is actually needed. This avoids indicating the need for
  migration for every model as in the previous implementation.

* Allows registering command line switches and their handlers from
  plugin activators (start method).
* The handler execution must be executed after ALL other services were
  started. For instance, this can be done from the RCP.
* Handlers support consuming a switch and an additional argument.

This allows listeners to deregister themselves. Otherwise, a
ConcurrentModificationException will occut. This change ensures that the
set of listeners remains the same while notifying all registered ones.
