4332 Restructuring GraphMetricUtils to be only a utils class without setting MetrikKeys

Closes #4332

Removing all key sets so the keys for an element of a class should only be set by the corresponding Metric Provider. GraphicMetricUtils is now purely a utils class. Also moved other classes for refactoring purposes and service structure.
